WSF requires a reservation system that offers the most in flexibility to accommodate changes in operational policies and evolving ridership sectors, i.e., daily commuters, commercial traffic, sporadic residential travelers, rideshare program participants and vacation travelers. Important challenges to recognize are: (i) differing vessels carry different deck space restrictions affecting the number of oversized vehicles carried; (ii) vessels of differing capacities may be temporarily assigned to different routes due to maintenance or service disruptions; (iii) the reservation system must have the ability to identify available space and when necessary, offer re-assignment to reservation holders. The need for WSF to nimbly respond to changing conditions means the system parameters must be able to be modified by WSF staff, not by the vendor. WSF carries approximately 10 million vehicles annually and is interested in adjusting reserved vessel space as appropriate ranging from 30% to 90% system wide.
