The State wishes to manage its assets in a manner consistent with nationally accepted best practices, minimizing operational expenses and maximizing revenues. To that end, the State seeks to leverage private sector experience to: Centralize information on all State real property assets to support improved analysis and decision-making;
Identify and analyze opportunities to maximize the programmatic and financial benefits from State property holdings;
Identify underutilized State real properties and potential alternative uses;
Identify opportunities for consolidation of tenants, changes in the use of leased versus State-owned space, and other solutions;
Improve the States ability to identify and analyze the costs, benefits, and return on investment (ROI) associated with implementing specific strategies and changes in current uses of specific real properties; and,
Consider how best to integrate management of real property assets within the broader framework of comprehensive management of all State assets.
