The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with 302 Consulting Group, Address: 3000 Whitney Avenue, Suite 302, Hamden, CT 06518 for the purpose of specialized training. This training is in support of the Readiness and Resiliency Program. The training is comprised of an interactive presentation to build readiness and resiliency in multiple dimensions by leveraging physical, cognitive and emotional behavioral adaptations (mindfulness and emotional intelligence training, Eye Movement Desensitization and Reprocessing (EMDR), and the science of yoga). The project is proactive in nature and promotes coping tools and strategies already commonplace in military special operations, extreme sports and several Law Enforcement agencies. Specific characteristics of the Guest Speaker/Instructor that limit the availability to sole source are the speaker's unique experience as a retired FBI Special Agent, along with specific training on resiliency tools such as EMDR.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kimberly Humphrey, email address: khumphrey@fbi.gov by Friday, March 29, 2019 (10:00 am Eastern). Only emailed responses will be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
