  This is a modification to the Broad Agency Announcement (BAA) N00024-10-R-4215 posted on 1 February 2010.  This modification extends the date for receipt of white papers and full proposals to 9 February 2018.  Any white papers that have already been submitted do not need to be resubmitted.  Included in the scope of the BAA are development activities as described further in the Naval Power and Energy Systems Technology Development Roadmap (NPES TDR) available on the NAVSEA web site.  Also included in this modification to the BAA is the requirement that white papers and proposals submitted in accordance with the instruction of the BAA include evidence pertaining to the approval status of the potential offeror's accounting system..  Awards  may not be made to offerors whose accounting system  have not been approved by DCMA/DCAA.  In accordance with FAR 9.106-1 if an Offeror is selected to submit a RFP response and does not have an approved accounting system then a pre-award survey shall be conducted.  This survey, or submittal of a white paper shall not be construed as a contract, a commitment to contract, or a commitment by the Government incurring an obligation of any kind.
