The City of Des Plaines is inviting developers to submit their qualifications and proposals for the redevelopment of an approximately 4.9 acre site ("the Site") generally located at the northeast
corner of Mannheim Road and Higgins Road (Exhibit 1). The Site is located within the City of Des Plaines and is generally bounded by the 1-90 Expressway on the north, McDonalds Restaurant on
the south, Orchard Place on the east, and Mannheim Road on the west (Exhibit 2). The City of Des Plaines owns the subject parcels, which will be sold to the firm submitting a proposal containing a development plan that is most consistent with the City's plan for the area, as well as exhibiting the greatest ability to generate the highest revenue and economic impact for the City. The City will give priority to developers with experience, financial strength, and a demonstrated record of accomplishment in undertaking high-quality development projects. The developer will be responsible for the overall development of the site. Development responsibilities will include, but are not limited to, leading the effort in design, oversight, and project financing.
