REQUEST FOR PROPOSALS FOR TERM, UNIVERSAL, AND WHOLE LIFE INSURANCE PLANS BY THE SUPPLEMENTAL BENEFITS COORDINATION COMMITTEE
The North Carolina Office of State Personnel (NCOSP) on behalf of the Supplemental
Benefits Coordination Committee (SBCC) is soliciting proposals, through a competitive
sealed procurement process, from qualified companies for three separate Life Insurance
Products: Term Life, Universal and Whole Life Insurance Plans.
The intent of this Request for Proposal (RFP) is to solicit proposals which will allow a larger
group of agencies to obtain prices for their employees on life insurance products that are
lower than those that the individual agencies might be able to obtain based on smaller
numbers of potential employee participants. In addition, the proposal intends to solicit
proposals to provide portable life insurance products which will be able to be maintained by
a participating employee after employment at the participating agency changes or ends. Such
portability includes moves agency to agency, should an employee change employers after
enrollment and moves from employment with the State, should an employee leave
employment with the State, whether through retirement or otherwise.
Upon selection by the agency Employee Insurance Committees (EIC), these plans will be
made available to employees who hold permanent or time-limited positions (hereinafter
referred to as regular employees) at the participating agencies. Time-limited employees
include those who are eligible for regular state benefits.
