The Contractor shall provide and host for the duration of the contract a web-based Application
Service Provider (ASP) model, Commercial Off-The-Shelf (COTS) product customized to meet
the States Single Integrated Application System (SIAS) requirements in order to support the
States program in providing Intellectual Disabilities services to eligible service recipients. The
Contractors COTS product shall be easily customizable and rapidly deployable to allow modular
functionality phased in as quickly as possible to enable State personnel to begin using the system
preferably within twelve (12) months of the contract start date.
