REQUEST FOR PROPOSALS FOR REDISTRICTING SERVICES
The Town is issuing this Request For Proposals (this “RFP”) from qualified consulting firms (“Vendors”) interested in providing professional services to assist the Town in the redistricting process by preparing plans
for district boundaries that the Town Council can consider before making a decision. The Town
is seeking a Vendor with relevant experience in developing legislative districts evidenced
through: A) sources and analysis of population and demographic data; B) knowledge of city,
state and federal statutes and court decisions relative to legislative district boundaries and
representation; and C) graphics and reporting capabilities able to portray alternative redistricting
proposals clearly and concisely, and D) preparation and submission applications for approval of
final redistricting maps and plans within the minimum time necessary to receive United States
Department of Justice preclearance, as more particularly described in the Scope of Work
attached to the sample Professional Services Agreement as Exhibit C (the “Services”), and
incorporated herein by reference. In accordance with the Town’s Procurement Code, the Town
will accept sealed proposals (“Proposals”) for the Services.
