The County of Wake is accepting proposals for the operation of the Countys parking
facilities.
The services to be provided include the operation of the newly constructed County‐owned
Davie Street parking deck (approx. 991 spaces), that is to serve the Courthouse and County
government complexes, as well as manage other miscellaneous small surface spaces that
the County controls in downtown Raleigh. All fees and rates for parking are established and
approved through the Wake County Board of Commissioners. The County reserves the right
to add parking facilities at a negotiated rate. Duties will include the operation of cashier
booths, data/software management, revenue/ access control equipment, billing and
collection of hourly and monthly parking fees from public users, handling of validated users
by the County (such as jurors), operations of the facilities during special events and on‐going
maintenance and cleaning of the garages and daily deposits of collections at the parking
deck as required by the County into a County‐designated bank account. The County
anticipates that monthly accounts will be billed in advance of month for services and
payments remitted to the County by the tenth of the following month. The parking deck is
designed and targeted to operate 24/7 and accept credit card and debit card payments
during after hours operations. Normal operating hours when an attendant is required to be
present will be Monday Friday from 6:30 am 9:00 PM.
The County is proposing to award a three‐year contract with one‐year extension renewal
option. Compensation will be based on a fixed rate management fee for normal operating
hours and an hourly rate structure for special events. The last date to submit questions set
for September 22, 2008.
