REQUEST FOR INFORMATION-ARNG STATE MEDIA
Purpose: The National Guard Bureau, Contracting Support Office intends on issuing a contract which will provide for US States and Territories for the Army National Guard Recruiting and Retention Commands (RRCs), and military and civilian marketing personnel access to professional media buying and placement services. The purpose of this request for information (RFI)/sources sought notice is to provide potential offerors; advanced notice of this procurement, gauge interest and receive any feedback or comments in regards to the Performance Work Statement (PWS.)
Background:
This SMSP Performance Work Statement (PWS) covers broad requirements for contractor-provided products and services to create, plan, produce, and place advertising in a variety of media including, but not limited to: print, classified, out-of-home, events/venue based, theater, online/search, social media and wireless advertising for participating States and Territories. The ARNG- HRR Marketing branch oversees and manages the program at the national level. The SMSP contractor will utilize existing Army National Guard-approved creative materials as a basis for development of customized/localized media-type-specific creative materials for placement in the individual States and U.S. Territories. States maintain control over their media decisions and the contracted agency tailors their program to the State's needs. No other Government agency has this requirement to the state level, making the task more complex than a larger, centralized national advertising contract.

This notice is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI.
Please provide a capability statement not to exceed ten (10) pages; which details relevant experience as a prime contract holder which should include; planning, purchasing and placement of local advertising, similar experience in regards to both size (dollar value) and scope, business size, applicable contract vehicles and notice of your intent to propose on this requirement by 5:00 PM (EDT), 30 October 2015.
