REQUEST FOR INFORMATION FOR 270' CONTROLLABLE PITCH PROPELLER UPGRADES

As part of market research, the U.S. Coast Guard Surface Forces Logistics Center (SFLC), In-Service Vessel Sustainment (ISVS) Section is releasing this Request for Information (RFI) to gather information related to commercially available controllable-pitch propeller (CPP) systems for possible replacement of the current systems installed on the 270' WMEC B-Class cutters.

The currently installed CPP design consists of two Escher-Wyss inboard-rotating CPP systems. Each system has four (4) removable propeller blades mounted on a hub assembly. Each hub assembly is connected by a hollow-bored shaft line to the main reduction gear. An actuating unit mounted on the forward end of each reduction gear directs oil, under pressure, through either of two (2) oil tubes in the hollow shaft line. Depending on whether the control signal is for ahead or astern pitch change, the oil is
directed through the tubes to either side of the servomotor piston in the propeller hub. Each system has three (3) hydraulic pumps, two (2) of them are driven by electric motors located near the reduction gears, and the third is driven by the reduction gear. During normal operations only one pump is used, and the system is designed to operate with an oil pressure of 500 psi at the actuating unit. The system is usually
controlled remotely from the Pilot House of the Engineering Control Center (ECC), but the system can be manually controlled locally if the remote control fails.  A table with identifying cahracteristics of the existing system along with applicable Coast Guard drawings are attached to this Request for Information.

Replacement CPP systems must meet the following requirements:

• Readily integrate with existing shipboard systems, including but not limited to electrical, hydraulic,
and control systems.
• Be similar in size and weight to existing system.
• At a minimum, capability must be equal to that of the existing system.
• Worldwide mission-oriented logistics support for parts and technical services.

The U.S. Coast Guard is seeking information from sources that can provide technical, and schedule information with regards to commercially available CPP systems. The USCG would like to examine alternative CPP systems that could be integrated with the rest of the currently installed ship systems with minimal ship impact. Required information would include but not be limited to the following:

1) Design and procurement lead time;
2) Logistical supportability; including information regarding how the system would be supported throughout service life, maintenance requirements, spares requirements, technical documentation, and field service support capabilities.
3) System specification; including physical characteristics, capabilities, and systems integration.
4) Vendor recommendations, concerns, other considerations, etc.
5) Business size
6) DUNS number
7) Warranty information

Interested sources are responsible for all expenses associated with this RFI. The U.S. Coast Guard shall not pay for this information. All information received in response to this announcement will be kept confidential and will not be returned nor shared outside of this Agency. The above questions and/or information must be received no later than thirty (30) business days from the date this notice is published. Information received after this period may not be considered.

This is NOT a request for quotations/proposals. THIS IS NOT A SOLICITATION. Information received as a result of this RFI will be utilized to determine a future procurement strategy, if any.
