REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE

The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the United Army Medical Materiel Agency (USAMMA) Force Sustainment Directorate (FSD) Sets, Kits and Outfits (SKOs) Assemblies requirement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 339112.


THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.


1. Background


1.1. The USAMMA is a unique and multifaceted organization that serves as the Army Surgeon General's central focal point and Executive Agent for strategic medical logistics programs and initiatives. The Agency's mission is to develop, acquire, provide, and sustain world class solutions and capabilities to enable medical readiness globally. Accordingly, the USAMMA's principal skills and technologies focus on the medical logistician's role in lifecycle management, sustaining and modernizing the medical force (Active, Guard, and Reserve), supporting exercises and contingency operations, and promoting medical logistics information and knowledge.


1.2. The USAMMA Production Assembly Management Division (PAMD) is organized under the USAMMA Force Sustainment Directorate (FSD). The FSD has principal responsibility for Army medical force management. Specifically, PAMD is responsible for planning and budgeting wholesale procurement, production, introduction, sustainment, and recovery of medical Sets Kits and Outfits (SKOs) and individual medical equipment items for the Army's medical force, as well as nonmedical units with medical requirements (Active, Reserve, National Guard Components, and Army Prepositioned Stocks). This includes the full range of Planning, Programming, Budgeting and Execution (PPBE), procurement of SKO components and equipment, management of the SKO build process, distribution/fielding of medical assemblages, operational support of the Army medical units, and follow-on logistics support for medical systems and equipment to ensure combat ready forces in peacetime and during times of conflict. These actions are in direct support of USAMMA's Core Competencies; Equip the Force and Sustain the Force, as well as Army Force Generation (ARFORGEN).


2. Scope


2.1. The U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the USAMMA FSD, anticipates the award of multiple-award Indefinite-Delivery Indefinite-Quantity (IDIQ) Contracts to supply complete medical, surgical, pharmaceutical, dental, laboratory, veterinary equipment and material sets for the U.S. Army medical units, nonmedical units and medical support programs with SKOs assemblies requirement. The anticipated award date of the resultant contracts will be no later than 5 May 2019.


2.2. The general scope of this supply requirement is to procure SKO's components; label, assemble and pack these procured components into approved USAMMA FSD SKO configurations.



2.3. The built SKOs will be delivered to various locations within the Continental United States (CONUS), as specified at the Delivery Order level.


3. Capability Statement/Information Sought


All qualified contractors (both large and small businesses) interested in this requirement shall submit one comprehensive and fully integrated Capability Statement to cover the requirements identified in the DRAFT Statement of Need (Attached to this Request for Information/Sources Sought Notice as Attachment 1). The response shall include the following:


1) Organization name, address, email address, Web site address, telephone number, size and type of ownership for the organization under NAICS code 339112.


2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


3) A narrative that demonstrates experience, knowledge of, and participation of the tasks described in this Sources Sought Notice and in the Draft SON found as Attachment A.


4) A list (with brief descriptions) of at least three (3) contracts over the last five (5) years that demonstrate relevant past experience in similar size, scope, and complexity for all contractors included in the Capability Statement. The experience discussion should identify whether the participant was the prime or subcontractor. The past performance descriptions are limited to one page per contract description. 


 


4. Submission Instructions


Interested parties who consider themselves qualified to meet the requirements detailed within the attached Statement of Need are invited to submit a response to this Sources Sought Notice by 10:00 A.M. Eastern Time on 31 October 2017. All responses under this Sources Sought Notice must be emailed to Lisa Zarick at lisa.m.zarick.civ@mail.mil.


Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their written submissions.

This Sources Sought Notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work described herein. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
