  The intent of this project is to complete replacement of the Waste Water Treatment System and related work at Coast Guard Station Menemsha, Martha's Vineyard, MA.
The project involves the construction of a replacement wastewater treatment system to serve the STA Menemsha MMB and UPH. The design has been approved by the MassDEP and Chilmark Conservation Commission. The project will involve the installation of a grease trap, septic tank, pump chamber and Perc-Rite drip dispersal field. The Perc-Rite dispersal field features a hydraulic unit that pumps timed doses of effluent to loops of shallow perforated tubing. This technology is ideal for areas with elevated water tables and poorly drained soils as evident at STA Menemsha. The existing wastewater treatment system will be closed-in-place by filling structures with sand or concrete, removing manhole risers and restoring in kind to match existing surfaces. All piping will remain in the ground. The surface water discharge component of the system will be permanently sealed. In order to facilitate wastewater flow to the grease trap, the galley plumbing in the basement will be rerouted. The basement laundry room sink which currently discharges to a drywell will be plumbed to discharge to the new wastewater treatment system. The Contractor shall prepare an O&M manual and as-built drawings of the system upon completion.

The anticipated construction time is 90 days after issuance of the Notice to Proceed. The estimated cost range of this project is between $100,000 and $300,000. Bid (SF24), payment and performance bonds (SF25, SF25A) will be required. The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $36.5 Million. Solicitation packages will be available on or about 08 November 2018. The tentative date set for bid opening is 11 December 2018 at 2:00 p.m. This acquisition is issued pursuant to FAR Part 14.
