ISSUE DATE: 1 DECEMBER 2017

Contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to completely remove and replace the existing roof and drainage system for the first floor mechanical room of Munro Hall at the U.S. Coast Guard Academy. Work includes the removal of the existing low slope roof membrane, insulation, and flashing down to the structural concrete deck. Remove, salvage, and recycle metal copings, flashing, miscellaneous metal, etc. Recycle as noted on the documents and provide credit to the government for recycled materials. Cut and remove existing areaway slab as noted to install new drain piping. Remove and recycle or properly dispose of all construction debris. Protect existing building components that are to remain from damage. Patch and repair structural deck as required for installation of the new roof system. Extent of any patching and repair of concrete roof deck will be determined by inspection after deck is exposed and will be addressed by change order at that time. Provide a membrane roof system; including fully adhered vapor barrier, adhered polyisocyanurate insulation, tapered insulation board, high density cover board, fully adhered EPDM membrane, flashing, etc. Provide new wood blocking, flashing, EPDM flashing at walls, pipe penetrations, etc., and all required accessories for a complete and water tight system. Provide new lead coated copper scupper drains and copper downspouts as noted on drawings. Provide underground PVC piping between downspouts and existing area drains. Patch and repair concrete areaway slab as required to install underground piping. Patch and repair concrete walls with repair mortar where noted. Prepare, prime, and paint existing steel ladders. The existing paint on ladders is lead based per test results. Abate lead based paint on surfaces to be repainted and as noted on drawings.


The period of performance for work on site is two weeks (14 days) between 02 April 2018 and 18 May 2018.  The overall period of performance is 120 days after issuance of Notice to Proceed.


The estimated value of the procurement is between $25,000 and $100,000. Performance and Payment bonds will be required. Solicitation packages will be available on 1 December 2017. The date set for receipt of quotations is 29 December 2017 at 4:00 pm.


The applicable North American Industry Classification System (NAICS) code is 238160, Roofing Contractors, with a small business size standard of $15 Million.


This acquisition is issued pursuant to FAR Part 13 Simplified Acquisition Procedures.
