The Department of the Interior-National Park Service (NPS), Southeast Region intends to issue a Request for Proposals (RFP) to award a firm fixed price construction contract for the Repaving of FOMA Visitor Center parking lot and restripe newly paved parking lot at Castillo de San Marcos National Monument, St. Augustine, Florida. A scheduled on-site visit with a Park designated representative will be take place prior to bid submission. After contract award, the contractor shall field verify all proposed dimensions and provide submittals to the Contracting OfficerB?s Representative for approval prior to purchasing materials. The contractor shall provide all supervision, management, tools, supplies, materials and any material testing, equipment, transportation, and labor in accomplishing the work under this contract. The contractor shall follow all of the ParkB?s policies, procedures and guidance with regard to performing work activities on federal lands. Contractor is expected to perform work in accordance with the Statement of Work that will conform part of the solicitation. This requirement is being prepared in accordance with FAR Part 36, Construction Contracts, and will be solicited as 100% Small Business Set-Aside.

The solicitation including all bid documents will be posted to the websites, http://www.fbo.gov and https://www.fedconnect.net on or about 20 March 2018, if you have any registration questions please call their help desk at (800) 899-6665. This solicitation (and any amendments) will be issued electronically only; no hard copies of the solicitation will be mailed or issued. To receive the solicitation package you must download it from one of the above sites. Therefore, it is the contractorB?s responsibility to check the Internet site daily for any posted changes to the solicitation. Contractors must be registered in the SAM-System for Award Management (Formerly Central Contractor Registration) in order to receive contract awards. Due to the nature of the project a site visit will be conducted and it is highly recommended that prospective contractors attend. CAUTION: The Government is under no obligation to maintain a bidder's list. It is the incumbent for any interested parties to obtain any amendments which may be issued. Failure to obtain any amendments and respond to them by the date and time set for receipt of proposal/quotes or amendments may render the offeror nonresponsive and result in the rejection of the offer. All prospective contractors are required to submit or upload their organization representation and certifications at www.SAM.gov prior to submitting their offer. Failure to do so will render an offer nonresponsive. No telephone offers accepted.
