ISSUE DATE: 23 OCTOBER 2017

Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform Repairs to Masonry, Hamilton Hall, USCG Academy, New London, CT Project # 5644685. The project includes a base bid and two (2) optional bid items as follows:


Base Bid: Masonry Repairs South Arcade. Provide all equipment, materials, labor, and supervision necessary to remove and replace the existing east stair including footings; remove and replace selected brick and selected steel lintels at wall openings; repair wall cracks; cut out and point mortar joints at exterior brick walls; and repair and waterproof first floor concrete deck at the south arcade of Hamilton Hall at the U.S. Coast Guard Academy in New London, CT.


Optional Bid Item #1: Support Beam Repair. Remove cement plaster/stucco from underside of concrete slab ceiling in pipe tunnel. Prep damaged areas and patch concrete slab ceiling. Remove and replace six (6) rusted pipe support beams with new galvanized and painted steel beams. Five (5) existing pipe support beams to remain, prep, prime, and paint.


Optional Bid Item #2: Interior Masonry Repairs. Remove and replace selected areas of damaged brick wall and selected individual damaged brick interior face of pipe tunnel; including cracked brick, brick with spalled faces. New brick to match existing size, color, and wall pattern with header course every 6 courses. Clean out loose and deteriorated mortar joints in 20% of brick walls to remain and re-point joints with lime mortar.


Projected Period of Performance: The period of performance for work on site is 11 weeks or 77 days (inclusive of options). The period of performance for work associated with the Base Bid is approximately 8 weeks or 56 days; for Optional Bid Item 1, 1 week or 7 days; and for Optional Bid Item 2, 2 weeks or 14 days. Onsite work shall not start until 29 May 2018. 


The estimated value of the procurement is between $250,000 and $500,000 (inclusive of options). Performance and Payment bonds will be required. Solicitation packages will be available on 23 October 2017. The date set for receipt of bids is 27 November 2017 at 2:00 pm. The applicable North American Industry Classification System (NAICS) code is 238140 Masonry Contractors, with a small business size standard of $15.0 Million.


This acquisition is issued pursuant to FAR Part 14 and is 100% Set-Aside for Small Business concerns. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue at the following site: http://www.fbo.gov.
