This is a notice of intent that Air Force Sustainment Center (AFSC) Robins Air Force Base anticipates issuing a sole source Firm Fixed Priced (FFP) contract to repair nine (9) Delay Lines (NSN: 5999-01-038-3343 CW; P/N 581R885H01) used on the E-3 Airborne Warning and Control System (AWACS) aircraft in accordance with FAR 6.302-1. This will be a 5 year contract (12 month basic with 4 ordering periods). Electronic procedures will be used for this solicitation. Posting of the solicitation is expected 15 days after the posting of the synopsis.

Interested parties may identify their interest and capability by submitting a Statement of Capabilities to contracting officer. A determination by the Government whether or not to compete the contract based upon an assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

All proposals received within forty-five (45) days after the date of publication of this synopsis will be considered by the government.

Specifications, plans, or drawings related to this procurement are incomplete or not available and cannot be furnished by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to  the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
