NOTICE:  This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.


The Government is performing market research to identify potential sources of repair and testing for the F-16 JFS, NSN 2835-01-308-3769; Part Number 160001-1100A.


The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside.  The proposed North American Industry Classification Systems (NAICS) Code is 811219.  The Government will use this information to determine the best acquisition strategy for this procurement.  The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.  The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.  Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years.  Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.


This effort will consist of providing repaired and functionally tested F-16 JFS's to 419 Supply Chain Management Squadron (SCMS), ready to issue to U.S. Air Force units worldwide.  Currently, F-16 JFS's (NSN 2835-01-308-3769) are organically repaired and tested at the 530 Commodities Maintenance Squadron (CMMXS) at Hill AFB, UT.  Additionally, 150-180 F-16 JFS's are required to keep U.S. Air Force units fully stocked and Foreign Military Sales requirements met. 


419 SCMS is looking for additional capability to repair 60 F-16 JFS's per year (5 per month) to augment 530 CMMXS capabilities to ensure warfighter requirements are supported.  The contractor will be required to repair and test (certify JFS is fully functional and ready for use), and to provide all parts/labor necessary for that requirement.  419 SCMS would send repairable JFS's to the contractor's facility to ensure enough carcasses are available to meet the 5/month requirement.  Engineering authority will continue to reside with 419 SCMS Engineer.  Any recommended part substitutes will have to be validated through the 419 SCMS engineering team.  The parts provided for engineering review must be traceable directly to the manufacturer or from a distributer certified to SAE AS6081, Counterfeit Electronics Parts Avoidance.

The government owns repair manuals and detailed parts lists for the F-16 JFS.  Additionally, the government has special test equipment available for repair of the F-16 JFS.   However, because this Sources Sought Synopsis is for additional repair and functional testing, the respondent would need to be able to demonstrate the ability to obtain or create those resources necessary to perform repair and functional testing of the F-16 JFS components.  If respondent is able to develop or obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have access to such resources and the legal right to use said resources to repair assets for the government.

 

Interested parties who feel they possess the necessary capabilities should respond by providing the Government the following information: a point of contact, address, telephone, and fax numbers, email address, duns number, cage code, and/or tax ID number, as well as size category, (large, small, small disadvantaged, etc) a brief summary of the companies capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals, and an initial white paper (not to exceed 3 pages) describing the respondent's  capabilities with regard to repairing and functional testing the F-16 JFS.  Provide any supporting information such as commercial literature, catalogues, manuals, etc.  If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well.

 

Responses to this Notice are due on or before 18 March 2019.  All information marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities.  Parties interested in repair of the F-16 JFS will be required to become a qualified source if not already via AFMC Form 762.

 

This RFI is to identify sources of repair and testing who can provide the required parts in an effort to help resolve the critical repair and test shortage for the F-16 JFS. The 419 SCMS at Hill AFB, UT, is requesting all potential responders submit their responses to this RFI no later than 18 Mar 2019, 4pm MST.
