1. THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 36.213-2. THIS IS A SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.

2. PROJECT DESCRIPTION
This project is to perform repairs to aircraft maintenance hangar, Bldg. 1430. Repairs include replacement of HVAC, lighting, electric, fire alarm, mass notification, sprinkler, AFFF, intrusion detection, and plumbing systems of the hangar. Additionally, repairs shall be performed on the second deck bathrooms, hangar bay deck, oil water separator system, and AFFF wastewater retention tank. Associated with the repair work shall be seismic retrofits and abatement of hazardous materials. New construction elements include a water storage tank and pump station to support the fire suppression systems.
Special consideration should be given to the fire protection elements of the scope of work, which requires oversight from a qualified fire protection engineer (QFPE).

In accordance with DFARS 236.204, the magnitude of this construction project is estimated between B%1,000,000,000 and B%2,500,000,000.

The Offeror shall be required to complete the entire work, not later than 600 calendar days after the date of Award.

3. CONTRACTOR LICENSE REQUIRMENT
Any contract resulting from a solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract.
Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.

4. STATUS OF FORCES AGREEMENT
The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
