REPAIR, KIT, AIRCRAFT
This acquisition is being processed under the authority of FAR 13.5, "Test Program for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, and award documentation and notification that comply with FAR 13.1.
The Government intends to award a Firm Fixed Price contract. This solicitation provides for a 50% quantity option in accordance with the option clause contained in the solicitation. This procurement is a Request for Quote (RFQ) for NSN: 4920-01-507-3501, Repair, Kit, Aircraft for a quantity of 600 each for the base year with two year options consisting of 150 in year one and 150 each in year 2.
This solicitation will be issued as other than full and open competition. The applicable statutory authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The solicitation requires FOB Origin in accordance with the First Destination Transportation (FDT) program. Inspection and acceptance will be at Destination. Requested delivery is 245 days.
The Government will award a contract resulting from this solicitation to the low price technically acceptable, responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offers will be evaluated independently based on Best Value Procedures. For this solicitation, Past Performance is equal to cost or price FAR 52.214-9022.
Only approved manufacturing sources listed in the solicitation will be considered for this award. Vendors who are NOT quoting an approved source of supply will be requested to submit a technical data package and may be considered for future awards contingent upon the package being approved by technical.
