REMOTE EASY ACCESS LICENSE SYSTEM
The State of Tennessee, Tennessee Wildlife Resources Agency, hereinafter referred to as the State, has
issued this Request for Proposals (RFP) to define the State's minimum service requirements; solicit
proposals; detail proposal requirements; and, outline the States process for evaluating proposals and
selecting the contractor.
Through this RFP, the State seeks to buy the best services at the most favorable, competitive prices and to
give ALL qualified businesses, including those that are owned by minorities, women, persons with a
disability, and small business enterprises, opportunity to do business with the state as contractors and subcontractors.
The State intends to secure a contract for the services and administration of a web-based Remote Easy Access
License (R.E.A.L) System. See RFP Attachment 6.1, Pro Forma Contract. Contract Attachment AI.62. The
contract pursuant to this RFP will run simultaneously with contract FA05-16159 (the current contract), with
development of the R.E.A.L. system to begin on the effective date of the proposed contract and to be
completed prior to the expiration of the current contract. Payments under the new contract will begin upon
successful implementation of the new system and will be made on a transaction (See RFP Attachment 6.1.
Pro Forma Contract, Contract Attachment AI.60) basis for work completed after the expiration of the current
contract. The existing contract will continue through the development period of the proposed contract.
