This is a market survey for Miscellaneous Construction Services at the Alexandria (AEX), LA Air Route Surveillance Radar (ARSR) facility building. The services will include but are not limited to electrical renovation, interior and exterior painting, HVAC ductwork removal/installation, installation of ceiling joist/wall studs, wall and ceiling finishing, removal and disposal of existing facility materials and equipment, installation of lighting fixtures, conduit and wire and electrical panels.

The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time.

The FAA will not pay for any information received or costs incurred in preparing the response to the request for quote. Therefore, any cost associated with the request for quote submission is solely at the interested vendorbs expense.

At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small business, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SMA for participation in the SBAbs 8(a) Program.

The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing pulverizing, grading and paving and crack seal and seal coat, as described in the attached DRAFT specifications and drawings.

This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.

Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable.

The FAA seeks information from interested vendors as to their ability to meet the requirements of the statement of work. Each interested vendors to submit a Capabilities Statement that provides the following:

a)    Experience as a Prime Contractor providing services similar in nature to the requirements outlined in the statement of work with invoiced work totaling over $100,000 annually over the 4 (four) years preceding the date of the Market Survey. Information submitted should include a list of qualifying contracts that include customer name, description of services, contract amount, contract date and term, and customer contact information. Provide details of contracts for providing services in Louisiana.
b)    Description of your companybs specific experience as a prime contractor in the following areas:
a.    Performance of projects that include electrical renovation, interior and exterior painting, HVAC ductwork removal/installation, installation of ceiling joist/wall studs and wall and ceiling finishing.
b.    Removal and disposal of existing facility materials and equipment including wire and conduit, electrical panels, piping, HVAC venting and ductwork, building structural components such as platforms and stairs.
c.    Installation of lighting fixtures, conduit and wire and electrical panels.
d.    Sealing of openings in building sheet metal walls, foam insulation, replacement of fiberglass panels.
e.    Painting of metal walls and flooring.
f.    
Information submitted should include a list of 3 or 4 qualifying contracts that include customer name, description of services, contract amount, service locations, contract date and term, and customer contact information. Narrative included should detail the extent to which your companybs experiences in such areas are similar to the work described in the statement of work.

c)    Brief description of your companybs management organization used to implement the experience described in the capabilities statement.


Capabilities Statement should not exceed 7 (seven) pages in length and should be submitted via e-mail to the Contracting Officer. Respondents should identify any proprietary information in responses.

Attached are the DRAFT Specifications and Drawings, and the FAA Business Declaration Form. Please respond by reviewing these items, submitting a completed, signed capability statement, and a filled-out and signed copy of the Declaration form (please submit electronically, email to address below).

Only vendors who respond to this market survey and provide an acceptable Capabilities Statement will receive a Screening Information Request or a Request for Proposal that may be generated as a result of this survey.
