The intent of the Request for Proposals would be to gather sufficient detail and information so that the City understands the extent of the recycling benefit being offered by a proposer and the respective component costs associated with said program. Items which would be anticipated to be negotiated as part of the vendor selection process would be the style and size of the recycling container, the amount of space devoted to advertising, frequency of collections, and other details associated with the specific proposal. Each proposer will be expected to submit a detailed business plan that illustrates for the City and evaluation committee how their proposal functions both for revenue and expenditure aspects.
