(i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

(ii) Solicitation No. 05GA0A19Q0041 is issued as a Request for Quote (RFQ) one Purchase Order(s) (PO) will be awarded using the contracting by Subpart 13.3 Simplified Acquisition Methods FAR Part 13.


(iii) This solicitation document and incorporated provision and clauses are those in effect from the Federal Acquisition Regulations FAC-2019-03, Effective: 12 JUL 2019.


(iv) This is a 100% total small business set aside. The North American Industry Classification Systems (NAICS) code for this acquisition is 518210 and the small business size is $32.5M.


(v) The contractor shall provide the Contract Line item/CLIN numbers as shown on SF 18.  The contractor shall provide a Firm Fixed Price quotation for a 1 year Base period from 16 September 2019 through 15 September 2020 with four (4) option period(s) from 16 September 2020 through 15 September 2024.


(vi) The Government Accountability Office (GAO), Acquisition Management (AM) located in Washington, DC anticipates establishing a Non-Personal Service Purchases Order with contractors(s) for: real estate database with purpose of obtaining ownership data of GAO commerical space field offices. This acquisition is being issued under the authority of Federal Acquisition Regulation (FAR) Part 13


(vii) The period of performance is anticipated to start 16 September 2019 through 15 September 2020 with option to extend services for four years from date of award.


(viii) The Federal Acquisition Regulation (FAR) provision, FAR 52.212-1 Instruction to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Full-text of FAR provisions and clauses may be obtained from the internet Web address at http://acquuisition.gov/far/index.html.


Offeror qualifications and Quotation Submission shall include but not be limited to: see attached SF18


(x) Offerors shall include a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial items which is completed by registering in the System for Award Management (SAM) Website at https:// www.sam.gov/portal/public/SAM/. Quotations must also include contractor's DUNS Number, prompt payment terms, and correct remittance address. If different from mailing address.


(xi) The FAR clause 52.-212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition with addendum to the clauses. The addendum is as follows:
CONTRACTING OFFICER REPRESENTATIVE: The Contracting Officer will appoint by letter a Contracting Officer Representative (COR) who will have the responsibility and authorities as may be specified in the letter of authorization or this purchase order. It is understood and agreed, in particular, the COR shall not have authority to make changes in the scope or terms and condition of the purchase order unless and only to the extent that such authority is specified in the letter of authorization or the purchase order.


THE RESULTANT CONTRACTOR IS HEREBY FOREWARNED THAT, ABSNET THE REQUISITI AUTHORITY OF THE CO TO MAKE ANY SUCH CHANGES, IT MAY BE HELD FULLY RESPONSIBLE FOR ANY CHANGES NOT AUTHORIZED IN ADVANCE, IN WRITING, BY THE CONTRACTING OFFICER, MAY BE DENIED COMPENSATION OR OTHER RELIEF FOR ANY ADDITIONAL WORK PERFORMED THAT IS NOT SO AUTHHORIZED, AND MAY ALSO BE REQUIRED, AT NO ADDIIONAL COST TO THE GOVERNMENT, TO TAKE ALL CORRECTIVE ACTION NECESSIATED BY REASON OF THE UNAUTHORIZATION CHANGES

(xiii) Additional FAR provisions and clauses incorporate by reference and applicable to this solicitation and propose subsequent contract are 52.217-8 Option to Extend Services, 52.217-9 options to Extend the Term of the Contract, 52.217-6 Option for Increased Quantity, 52.232-19 Availability of Funds for the next Fiscal Year (APR 1984), 52.237-3 Continuity of Services (JAN 1991).

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. (xiv) A Defense Priories and Allocation System (DPAS) assigned rating is not applicable to this acquisition.


(xv) Questions must be submitted in writing and only via email to Adrienne R Washington at washingtona@gao.gov. Written questions must be submitted before Eastern Daylight Time, Washington, DC Time on 15 August 2019. Responses to questions will be posted to FedbizOps by COB 20 August 2019.


Quotations shall be in writing and SF18 must be filled out completely. Quotations must be signed by an official who is authorized to bind the organization. Oral quotations will not be accepted.
