READY MIX CONCRETE AND ASPHALT AT NS GUANTANAMO BAY, CUBA
THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR BID. THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS FOR THE READY MIX CONCRETE AND ASPHALT CONTRACT AT U.S. NAVAL STATION (NS) GUANTANAMO BAY, CUBA. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE.
The solicitation number is anticipated to be N69450-15-R-2110. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following categories: large business, small business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, woman owned small business (WOSB), veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB).
Potential sources should have current relevant qualifications, experience, personnel, security approvals, equipment, and capability to perform the ready mix concrete and asphalt contract at NS Guantanamo Bay, Cuba. The type of solicitation to be issued will depend upon responses to this sources sought notice. The Government will use the sources sought responses along with other market research to make various determinations regarding the procurement of ready mix concrete services at NS Guantanamo Bay, Cuba.
Any resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract term will be a base period of one year with four one year option periods.
The minimum guarantee is to be determined. There will be a phase-in period, and the anticipated performance start date is 1 December 2015.
This acquisition will provide all labor, management, supervision, tools, materials, equipment, engineering and transportation necessary to produce and deliver ready mixed concrete and asphalt, coarse and fine aggregates and provide concrete materials testing services to specific sites as required at NS Guantanamo Bay, Cuba. The Government will provide a site onboard NS Guantanamo Bay, Cuba for a contractor provided batch plant. This requirement is performance based.
The primary NAICS code for this procurement is 327320 with a size standard of 500 employees.
Industry will be notified of the results of this evaluation and set-aside determination via the pre-solicitation/ synopsis notice.
