RAPID RESPONSE SPACE WORKS IDIQ CONTRACT EXTENSION
NASA/ARC in collaboration with, and support of, the Operationally Responsive Space (ORS) office intends to extend the Rapid Response Space Works (RRSW) contract NNA10DF16B with Millennium Engineering and Integration (MEI), on a sole-source basis pursuant to 10 U.S.C 2304(c) (1), Only One Responsible Source or a limited number of sources. The RRSW period of performance will be extended by two years and four months through November 9, 2017.
The principle purpose of this contract is to design, develop, build, operate, and sustain the RRSW facility in Albuquerque, NM to enable rapid access to space for DoD. The RRSW activities include mission coordination, design, development, procurement, assembly, integration, test, on-orbit support, launch support and ground system support. The current Contractor, MEI is considered the only Contractor that contains the necessary processes to successfully operate and maintain the RRSW facility.
The Government does not intend to acquire a commercial item using FAR Part 12.
This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 pm local time on Wednesday, June 25, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. All questions MUST be in writing and should be directed to Mr. Nathan Shumway, Contract Specialist, not later than 4:30 p.m. local time on Wednesday, June 25, 2014.
