Purpose: This synopsis is issued to provide a notice to the public for project information to be performed in support of the Indian Health Service (IHS). IHS is seeking a qualified Contractor for the construction of a Water and Sewer Improvements for the Quinault Queets Indian Nation. This project is located at the Queets Village, Washington on the Quinault Indian Reservation, Jefferson County.

Authority: IHS (Division of Engineering Services (DES)) is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices.


Description: The proposed contract listed here is 100% set-aside for small business concerns. The Government will only accept offers from small business concerns. All other firms are deemed ineligible to submit offers.


This is a new procurement. It does not replace an existing contract. No prior contract information exists. A Sources Sought was issued on 4 December 2017 in order to conduct Market Research. The Request for Proposals, including all specifications and drawings shall remain open for approximately 30 calendar days, on www.fbo.gov, under the solicitation number 18-161-SOL-00006. Hard copy documents including drawings will NOT be available - all documents for proposal purposes will be posted at the website for download.


There will not be a site visit for this project.


In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made.


The anticipated work includes, but is not limited to:


Background : This procurement is to provide labor, equipment, TERO fees and materials needed to make improvements to the sewer system owned by the Quinault Indian Nation Reservation, Taholah, Washington.

The repairs will reduce the inflow and infiltration (I&I) currently resulting in periodic sewer main overflows and conditions that create the possibility for biological contamination of local waterways and fish habitat. The repairs and consequential reduction in I&I will reduce flow surges to the lagoon system, reduce associated pumping costs, and also assist in meeting the discharge permit requirements.


Upon completion of construction, all facilities built under this project become the property of the Quinault Nation. The Quinault Utility Department will operate and maintain proposed facilities.


The Scope of Work for the proposed project includes to make specific improvements to the Queets Community Sewage Collection System.


The proposed improvements include: 1. Replace approximately 1,434 lineal feet of 6-inch AC sewer main with 8-inch PVC. 2. Replace six (6) sewer manholes. 3. Repair five (5) sewer manholes. 4. Conduct six (6) sewer main spot repairs.


In accordance with FAR 36.204(g) Disclosure of the magnitude of construction projects, the estimated cost range of this construction requirement is between $250,000.00 and $500,000.00.


The North American Industry Classification System (NAICS) Code is 237110 Water and Sewer Line and Related Structures Construction, with a Small Business Size Standard of $36.5 million.


Competitive Acquisition: It is anticipated that this requirement will be procured in accordance with FAR Part 15, Contracting By Negotiation and subject to FAR Part 36, Construction and Architect-Engineer Services.


Contract Type: Indian Health Service intends to award a Firm Fixed Price (FFP) Construction Contract in support of this requirement.


The Period of Performance is anticipated to be 180 calendar days from the date of notice to proceed.


IMPORTANT NOTICE : In formulating the Qualifications submission, potential respondents should consider that FAR 52.219-14, which will be incorporated into any resultant contract, requires the Prime Contractor to perform services under the contract equivalent to 15% or more of the contract value in personnel costs throughout the life of the contract.

All bidders shall be registered and verified in the www.sam.gov.
