The National Park Service, Lake Mead National Recreation Area, is looking to obtain professional /technical services in the form of quarterly sampling of three monitoring wells located throughout the park. 

Offerors are required to have a valid DUNS number and active registration in SAM, System for Award Management, in order to conduct business with the Federal Government. The Government intends to award a single, firm-fixed price service contract. The government intends to award a base, plus four option-year period of performance, as a small business set aside.  The NAICS code IS 541990 - All other professional, scientific, and technical services with a small business size standard of $15,500,000.00.

Anticipated period of performance is 1 March, 2017 through 28 February 2022, inclusive of four (4) option years of service. Please see attachments for quotation requirements and other pertinent information.

This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quotation (RFQ). It is being solicited to full and open competition.


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective January 13, 2017. FAR Provisions 52.212-1, Instructions to Offerors- Commercial, 52.212-2, Evaluation- Commercial Items, and 52.212-3, Offeror Representations and Certifications apply to this acquisition. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items apply to this acquisition. See attached for additional provisions and clauses that apply.

Submissions must include quotations for each line item. Quotes may be emailed to Tanya Wirth at tanya_wirth@nps.gov. Questions are due no later than Quotes are due no later than Wednesday, 2/22/2017 by 8:00AM PST.  Quotes are due no later than Saturday, 2/25/2017 by 8am PST.
