This requirement is to supply Quality Assurance (QA) sampling and testing services for the Lake Isabella Dam Safety Modification Project.
The construction project consists of:
Modification of existing dam embankments, modification of an existing spillway, construction of a new spillway, modification of control towers and conduit, highway and road realignments, and USFS Recreation Facility Relocations. The project includes: heavy civil rock fill and earthwork construction, zoned embankment construction, stone protection, construction of Portland cement concrete structures and fills, pavement construction, construction of buildings, site work and utilities, and other work as required. The project requires: on-site production of rock, on-site and off-site production of aggregates, on-site production of borrow soil, on-site production of water, on-site and off-site production of various Portland cement concrete mixtures, off-site production of hot-mix asphalt concrete pavement mixtures, and on-site production of grout.
Testing contract scope overview:
The Contractor will be required to establish and staff an on-site materials testing laboratory. The Contractor will be responsible for coordinating and obtaining U.S. Army Corps of Engineers (USACE) validation of the on-site laboratory. The Government will provide the laboratory building, located at Lake Isabella Dam, Kern County, California. The Contractor shall provide all equipment and other resources required to provide; inspections, materials sampling, field and laboratory testing, and services.
The building and laboratory compound is for official Government and Contractor business in support of the Dam Safety Modification Project (DSMP) construction and QA testing services. No other activity will be allowed in the building and laboratory compound.
Sampling and testing for this project will be executed at the project site and in the on-site Government laboratory building at Lake Isabella Dam. Sampling off-site sources of materials, materials and mixtures produced off-site, will be required. Supplementary testing services of select tests may be provided by the Contractor at an off-site validated laboratory as specified in the Performance Work Statement. The Contractor's laboratory shall not be constructed for at least the first 120 days after the construction contract Notice to Proceed (NTP). The Contractor should be prepared to conduct 100% of all tests in an off-site laboratory for this period. The contractor shall perform not less than 51% of all work in this contract.
Field support is to be provided by qualified field technicians and shall consist of sampling, and field testing. Laboratory support is to be provided by qualified laboratory technicians. This work shall occur at the Lake Isabella Dam on-site Quality Assurance Laboratory.
Contract unit prices includes all labor, vehicles, transportation, tools, equipment, materials, and all other resources specified in the Performance Work Statement, and as required to provide quality assurance sampling and testing and laboratory services. For each task order, sampling and testing shall be paid at the contract unit price. Additional tests may be specified and negotiated as necessary. Contractor shall be prepared to conduct off-site testing within three days of sampling and return the results within 3 days of test completion.
It is anticipated, over the 48 month period of performance, over sixteen thousand tests of various types will be required. A list of expected tests is included as an attachment.
