Quality Assurance Testing for Sacramento District's AOR
USACE Sacramento District (SPK) intends to solicit multiple offers for Quality Assurance Testing for its area of responsibility (AOR). The quality assurance (QA) laboratory testing included in this solicitation will be available for all civil, military, and Veteran's Affair sites within SPK's AOR. SPK's AOR is divided into five regions: Utah Region, Nevada Region, Northern California Region, California Bay Area & Stockton-Modesto Region, and Central Coast & Southern Valley Region. See Attachment 1: Maps. The issued agreements under this procurement will be commercial, performance-based, Firm-Fixed-Price (FFP) Blanket Purchase Agreements (BPAs) using North American Industry Classification System (NAICS) Code 541380 Testing Laboratory, with a Small Business Size Standard of $15M. The Government intends to establish a five year ordering period with established price lists for each BPA. For each region, SPK intends to establish at least two BPAs. The BPA holder will be required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform field and laboratory testing of soil, aggregate, cutoff wall material, riprap, concrete, asphalt, asphalt mixture, masonry, and structural steel field testing as indicated by the BPA order and the Performance Work Statement (PWS). The requirement will call for 100 percent pricing for all tests included in the price list for the Region. Not all Regions are required. The offeror will be required to indicate which Region(s) they are interested in performing. Subcontracting opportunities may be available for tests that cannot be self-performed.
In accordance with FAR 6.203, this procurement will be set-aside for small business concerns as a 100 percent small business set-aside. The USACE Material Testing Center (MTC) at U.S. Army Engineer Research and Development Center (ERCD) validates commercial QA laboratories per the Engineer Regulation (ER) 1110-1-261 and ER 1110-1-8100. The database displays validation of laboratories, accreditation, and testing methods approved for the individual laboratories. With QA testing, it is unknown when services will be required. During construction activities, various QA tests will be needed before the project can advance, potentially causing project delays. To reduce this risk, SPK will establish a list of Ordering Officials who will be permitted to order listed testing services valued up to $25,000. Should the value for any particular job exceed this amount, the SPK Contracting Division will have the capability to place the order.
