Quality Assurance Consultant
The purpose of this request for proposal (RFP) is to solicit the services of a quality
assurance (QA) consultant for the Program. As a
contractor-driven program, the success of the Program depends on being associated
with trustworthy contractors and high-quality workmanship. The program brand
must give customers confidence that the Program contractors, including energy
auditors and installation contractors, are responsible businesspeople and knowledgeable
energy-efficiency technicians who will recommend and install measures that will achieve
real energy savings. To this end, the Program will design and implement a QA plan
for its Program to monitor contractor performance, ensure consistent
quality of implementation, and protect against fraud. Michigan Saves is issuing this RFP
to hire a QA Consultant or Consultants to provide technical assistance on design of the
plan, to develop detailed protocols for whole home project file reviews and site
inspections, to develop a site inspection sampling mechanism, and to provide site
inspection services under the final plan.
