Quality Assurance (QA) Materials Testing
U.S. Army Corps of Engineers, Northwestern Division (NWD), Portland District (NWP), is issuing a commercial solicitation, W9127N-17-Q-0001 for Quality Assurance (QA) Materials Testing in support of the Engineering & Construction Division, US Army Corps of Engineers (USACE), Portland District.
This solicitation will be UNRESTRICTED; open to all responsible and responsive offerors who appear on the Engineer Research and Development Center, Materials Testing Center's list of US Army Corps of Engineers Validated Laboratories. Information on requirements for laboratory validation is attached to this announcement.
The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and all other items necessary to perform quality assurance materials testing services for the USACE, Portland District. The Contractor shall collect, analyze, and submit reports for the collection of construction material samples taken per each Call issued by USACE, Portland District's, Engineering & Construction Division. The locations of samples to be taken, and the needed QA Testing, will vary and be within the Portland District areas of operation which covers all of Oregon and Southwest Washington. QA testing may be required at various construction sites such as; fabricating shops, jetties, quarries, Government operation facilities, waterways, and treaty fishing sites. Interested vendors will submit price quotes on a standardized schedule that will allow calls to be issued based on schedule prices for required tests.
The North American Industrial Classification System (NAICS) Code for this action is 541380 and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $15,000,000. The Government intends to establish up to four Blanket Purchase Agreements (BPA's) with a 5-year ordering period as a result of this solicitation. The price quotes submitted with vendor offers are expected to be valid for a period of five years.
A formal solicitation will be issued in the coming days as an attachment to this announcement. In accordance with FAR 5.203 the solicitation will be publicized for a sufficient time to allow potential offerors a reasonable opportunity to respond. The solicitation is anticipated to be issued mid-December with quotes due shortly after the first of the calendar year.
