The Centers for Disease Control (CDC) / National Institute for Occupational Safety and Health (NIOSH)/Division of Respiratiory Disease Studies/ Surveillance Branch in Morgantown, WV intends to award a sole source firm fixed price Purchase Order to Oregon Health & Science University. The contractor will provide research and expert evlauation of the benefits, gaps, barriers, and fit of workflows and Clinical Decision Support (CDS)systems within primary care clinics. These clinics all currently use EHRs( Electronic Health Records); some are part of large sophisticated clinical networks and other are part of smaller community clinic networks. The Qualitative Researcher will take pare in data collection and analysis from each of the 6 clinic sites involved in the project and will be tasked with providing in-person or web-based training to NIOSH staff on the methods and approaches for collecting qualitative information from primary care clinics in response to 3 informational resources on the proposed CDS using the rapid assessment process (RAP), developing discussion guides and protocal (including interview tools, and analytical plan) in collaboration with the NIOSH CDS project team and in sonsultation wit the three (3) SME work groups; producint 6 reports for each primary care clinic setting; 3 interim and 3 final summaries for each SME work group topic; and producing a final report synthesizing and analyzing findings fro the 6 primary care clinic settings for all 3 topics. Further details can be provided in a detailed Statement of Work.
This research is only available from Oregon Health & Science Universtiy and not available from other sources considereing the detailed requirements of the research, specialized evaluation, and time requirements. Other research is not interchangeable, as it does not offer the components of the required study, and to try to integrate another would be time consuming and costly and possibly interfere with the on-going research. It is the intent of the government to award one 18 month contract.

This Procurement is for Commercial Items as defined by FAR Parts 2 & 12.


This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1).


This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 10 days of the issuance of this notice will be considered by the government.


A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
