Perform audit to identify energy deficiencies; services and/or equipment, propose Energy Conservation Measures to reduce energy cost with possible development of Guaranteed Energy Savings Projects.
A "Qualified Provider" means a person or business... that:
1. Is properly licensed in the State of Arkansas;
2. Is experienced in the design, implementation, financing, and installation of energy cost savings measures; and
3. Has demonstrated at least five (5) years of experience in the analysis, design, implementation, and installation of energy efficiency and facility improvements.
