The City offers to its Medicare eligible retirees a fully insured group supplemental insurance plan with a
separate prescription drug plan through a contract with United Healthcare. Through this contract, United Healthcare offers a Connector Model that links retirees with various Medicare plan options best suited based on a retiree’s needs and location. The contract and all associated services will expire on December 31, 2010.
The City does not offer a premium subsidy to retirees over age 65. Although the majority of the City’s retirees
live in the state of Arizona, retirees also live in a number of other states.
Following the expiration of the existing contract, the City will no longer offer any group supplemental plans to our
Medicare eligible retirees. To replace the group supplemental plans and the United Healthcare Connector Model, the City is seeking proposals to establish a qualified vendor list (QVL) of insurance providers that can offer one-one-one assistance in the selection and purchase of individual supplemental insurance plans, advantage plans and prescription drug plans. The final list of providers will be provided to each retiree currently in the City Group plans and to each retiree in advance of their Medicare eligibility. Retirees will have the option of selecting from the list provided by the City or independently seeking out a provider. The City makes no guarantee that service providers on the QVL
will receive work.
