REQUEST FOR INFORMATION (RFI)
Electronic Warfare Training


This Request for Information (RFI) is issued solely for Market Research purposes only.  In accordance with FAR 15.201(e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  This RFI does not commit the Government to contract for any supply or service whatsoever.  Your response to this RFI will be treated as information only and will not be used as a proposal.  No entitlement to payment, of direct or indirect costs, or charges to the Government will arise as a result of a contractor's submission of a response to this announcement or the Government's use of such information.  The information provided may be used by the Government in developing its acquisition strategy and statement of work/statement of objectives and performance specifications.  Interested parties are responsible for marking proprietary or competition sensitive information contained within their response.  Not responding to the RFI does not preclude participation in any future solicitations, if any.  The information provided in this RFI is subject to change and is not binding on the Government.  The Government does not intend to issue a solicitation based on this RFI. The information sought in this RFI includes the North American Industry Classification System (NAICS) Code 611512, Flight Training, with a small business size standard of $27.5M.


SUMMARY:  The 338th Specialized Contracting Squadron (338 SCONS) is conducting market research to gather information to enable it to assess potential contractor's capability to effectively provide Qatar Emiri Air Force (QEAF) in-country Electronic Warfare (EW) Training leading to future EW Reprogramming Capability.  The objective of this training would be to prepare country personnel to be QEAF's EW experts, to plan EW integration into joint operations, to advise leadership on the proper use of EW, and to be able to recommend changes to own Qatar's EW system programming. 


TECHNICAL DESCRIPTION:  Qatar has not yet fully defined their specific training requirements, such as number of students, number of sessions, etc.  Training will take place in-country.


RESPONSE FORMAT:  If your firm is capable of providing the requirements described in this RFI and draft Performance Work Statement (PWS), please provide a Capability Statement with responses to all 7 questions below, utilizing the existing numbering scheme for each response and limiting your total response for this RFI to no more than ten (10) pages.
 
1. All interested parties are invited to provide the following information:


A. Company Name and CAGE code.
B. Mailing Address
C. Point of Contact (to include phone and e-mail)
D. Web site, if applicable.
E. State if your company is registered under NAICS code 611512 or not.
F. State if you company is ISO certified, and if so what certification is held.
G. State whether your firm is large, small, small disadvantaged, woman-owned small, HUB-Zone, veteran owned, service-disabled veteran owned, or 8(a) certified business concern for NAICS 611512.


2. Describe your capability to meet the technical training requirements described in the attached draft PWS.


3. Describe your experience with foreign governments and foreign military, as well as performance overseas.


4. Describe your experience with similar technical training requirements to include the type of contract.


5. Understanding that this course could be required once or multiple times per year, describe the timeline and execution of the 3 phases of EW training IAW of the draft PWS. 


6. Describe your housing and rest & relaxation trip expectations, knowing that this course may be required once or multiple times per year.


7. Regarding your EW courseware, is it Commercial-off-the-shelf (COTS), or would it required futher development? IAW the draft PWS describe the degree to which you anticipate further development of your existing courseware may be required (i.e. minimal, nomial, significant).

ADMINISTRATIVE INFORMATION:
Small Business (SB) Set-Aside Determination.  The Government reserves the right to determine whether or not a SB set-aside is appropriate based on responses to this notice.


All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified above no later than 10:00 AM  (CST), on 4 September 2017.  Any questions must be submitted in writing no later than 10:00 AM (CST), on 18 August 2017.  Do not call the contracting office for information.  Any questions or information submitted is preferred in soft-copy form in either Microsoft Word and/or Microsoft PowerPoint and shall be provided via e-mail.  You may forward your responses and/or submit questions regarding this RFI to the POCs identified below.
