Purchase of Application Development Software and Support for the Reception, Storage, and Staging (RSS) Inventory and Warehouse Management System

The Department's program is looking for a specialized software application for pharmaceutical-oriented inventory and warehouse management. It must be functionally adaptable to the state level management of the health and safety supplies distributed through the national Reception, Storage, and Staging (RSS) program. The system must manage a limited number of goods, which may come in a wide variety of forms (injectable doses, pills, serums, etc.). It must be able to be operated by DOH volunteers with minimal training under crisis conditions. Warehoused items must be tracked through quarantine, into online storage, and then as items are shipped to rapidly changing locations within the State.
The RSS receives inventory from the Strategic National Stockpile (SNS) during exercises, and actual response events. Inventory received includes the 12-hour push package, managed inventory, and federal medical stations. Additionally, resources could be received during events, coming from other federal and/or private agencies. See program functional requirements chart below.
