Purchase of Annual Subscription for the Redstone Scientific Information Center (RSIC)
This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued.
This Solicitation is being issued as a request for quote; for one (1) year
subscription service that provides online access to purchase Springer
online access to electronic full text journals covering a wide range of topics
in scientific and technical subjects applicable to the Redstone Arsenal
Community. Offerors must comply with provision set forth in FAR 52.212-
1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5.

The solicitation number is: W31P4Q15Q0119, the solicitation is issued as a
request for quotation (RFQ).
Date of performance is one year from date of contract award.
The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition.
The provision at 52.212-2, Evaluation--Commercial Items, is applicable; the specific evaluation criteria to be included in paragraph (a) are technical capability and price. The evaluation factor technical capability is significantly more important than price.
Offerors shall include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications--Commercial Items, with its
offer.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition.
The clause at 52.212-5, Contract Terms and Conditions Required To
