This requirement is for support of the AIRCRAFT, HORNET F/A-18 (E/F) - NSN: 5895-01-119-9584; Converter, Frequecy 1-year option periods. The solicitation will be issued as an unrestricted procurement using other than full and open competition. This is a 3B item; the approved source is: Herley Industries, Inc. DBA Herley; CAGE - 32187; P/N  MD47X3.   Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Refer to clause provision 52.217-9002 for submission of Alternate offers. The Estimated Annual Demand Quantity (EAD) is as follows:  Base and Option Year EAD: 25 each, the total Max Contract Quantity is 125 each.  The requested delivery is: 253 Days ARO; Terms are FOB: Origin - Inspection /Acceptance: Destination.  DLA Direct requirements only.  The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation issue date is on or about July 20,  2017.


 


Suppliers must be registered in the System for Award Management (SAM) database at web portal www.sam.gov.  This web portal consolidates the capabilities of the Central Contract Registry (CCR) and Online Representations and Certifications (ORCA).  Annual updates to suppliers' registration will be required.  No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation n. Offerors must submit a completed solicitation package.  A copy of the solicitation will be available via the Business Systems Modernization DLA Internet Bid Board System https://www.dibbs.bsm.dla.milon the issue date cited in the RFP.  From DIBBS homepage, select Request for Proposal (RFP) under the Solicitations heading.  In the Search Categories click in the Solicitation Number and type the RFP you wish to download and click the Submit button.  RFPs are in portable document format (PDF).  To download and view these documents you will need the latest version of Adobe Acrobat Reader.  This software is available free at http://www.adobe.com. ; A paper copy of this solicitation will not be available to requesters.
