At its July 26, 2007 meeting, the Milwaukee Board of School Directors adopted the Districts strategic plan, Working
Together, Achieving More. An objective of the MPS strategic plan is to decrease the percentage of students
transported to school on buses to 42.2% of the Districts regular education enrollment by the 2011-2012 school year.
Furthermore, at it April 24, 2008 meeting, the School Board passed Resolution 0708R-081entitled Reduce Massive
Bussing in MPS, with the goal of reducing transportation costs by $20 million.
Pupil Transportation Services provides home-to-school and school-to-school transportation services for almost 55,000
students daily. Transportation is provided to each MPS school site, to 23 suburban districts as part of the Chapter 220
Inter-district integration program, and to more than 90 non-public schools. In addition, transportation is provided for
class field trips, athletics and after-school activities. Students are able to attend the schools of their choices through
the Districts transportation system. Below are data that are critical in understanding the scope of this effort. The
figures below are for students attending MPS schools in regular education programs only. While the scope of the
study will address all aspects of pupil transportation, regular education students will impacted the most.
