The Maine Department of Environmental Protection (DEP) Bureau of Remediation and Waste Management wishes to place paid television advertisements and Public Service Announcements (PSAs) on various broadcast and cable television stations and seeks highly qualified, experienced advertising agencies to perform this task. SCOPE OF SERVICES A. The Department is requesting proposals to: 1. Place various 30- second paid television advertisements in con- junction with PSAs on various broadcast and cable television stations over a three year period. One paid buy each year with the possibility of additional buys. Each paid buy shall be no shorter than 3 weeks in duration, shall include 1) all network affiliate stations statewide and 2) all cable systems statewide offering local paid advertising, and household gross rating points (HH GRPs) per week per market shall be between 200 and 250. Broadcast public service announcements (PSAs) shall commence on or before each paid buy and requests should encompass a minimum of two months duration for each 3-week paid flight. Average ratio of confirmed PSAs to paid commercials should be within the 2.5-3 free spots for every paid spot. Time of year of each paid buy is not yet determined.
