The Helen Matthes Library in Effingham, Illinois is seeking a public relations consultant to carry out a referendum campaign. Please see description.

Tasks to be accomplished

With the library's Board of Director's and key staff members, develop an advertising campaign using key elements of the library's tagline, vision, mission, and values.
Write a campaign plan with measurable goals. Write a campaign schedule that will accomplish these goals. Help determine the campaign's target audience and explain how this audience will be reached in the plan. The goal of the plan is twofold: to educate citizens about the library/referendum/new building and to compel them to vote "yes" for the referendum.
Develop print materials which are simply written, low cost, easy and quick to produce, and appropriate for the targeted audiences. We envision a general "Fact Sheet" that could be widely distributed, a more in-depth "folder" of materials that could be used with key community figures, news releases, text for radio ads, newspaper ads, posters, postcards, yard signs, etc.
Develop a Power Point (using the library's logo, files are available) that can be used for group presentations.
Develop text for the library's Website (the library will incorporate the text into the existing site).
Train Board members and staff on their roles and responsibilities in the campaign.
Provide weekly written progress reports on the campaign schedule and plan goals. Provide evaluation of campaign activities.
Meet regularly with the Board and key staff (in-person, via phone, and via email).
