Psychometric Services to Scale, Equate, & Generate a Concordance Table
The purpose of this Request for Proposals (RFP) is to solicit proposals and obtain
quotations for the following psychometric services for the Reading, Edition 3, End-of-
Grade (EOG) Tests for the North Carolina Testing Program:
Part 1, Provide a developmental (vertical) scale for the new Ed ition 3 Reading EOG
tests, grades pre-3 through 8 (7 tests); and
Part 2, Use equipercentile equating to "equate" (statistically moderate) the seven new
Edition 3 Reading EOG scale scores to the Edition 2 and Edition 1 scales, generating
a concordance table.
The third edition tests reflect the revisions in the state-mandated reading curriculum.
Curriculum specifics are in the North Carolina Reading Standard Course of Study (SCS),
revised 2004. The North Carolina Testing Program test development activities are
managed and directed by the North Carolina Department of Public Instruction (NCDPI),
Division of Accountability Services/Test Development Section located at 301 North
