It is the intention of The Housing Authority of the City of Atlanta, Georgia (AHA) to provide commitments and subsequent agreements for Project-Based Rental Assistance (PBRA) to one (1) or more qualified Contractors to support applications to the Georgia Department of Community Affairs (DCA) for 9% Low Income Housing Tax Credits under the 2009 Allocation Round. Proposals will be evaluated on ten (10) Pass/Fail Threshold Criteria including (1) Owner/Developer Experience, (2) Management Team and Management Plan, (3) Site and Neighborhood Standards, (4) Site Control, Zoning, Accessibility and Utility Availability, (5) Environmental Requirements, (6) Subsidy Layering Review, and (7) Relocation and Displacement of Tenants, (8) Rent Determination, (9) Financial and Market Feasibility and (10) Evidence of Supportive Services (Special Needs Only). Those that meet the threshold criteria will be evaluated based on several Weighted Scoring Criteria, including (1) Financial Qualifications, (2) Amenities and Design Standards, (3) Neighborhood Amenities, (4) Service Plan (only for special needs units), and (5) Deconcentration Initiatives. PBRA is a critical development tool to assist AHA in the repositioning of its real estate portfolio. In addition, the PBRA Program will be utilized to expand the availability of new high quality affordable housing units. Eligible properties include new construction or substantial rehabilitation rental communities targeting families, elderly or special needs tenants. AHA may consider making financial investments in conjunction with awards of PBRA.
