Asbestos Abatement

THIS IS A REQUEST FOR SOURCES SOUGHT AND IS NOT A REQUEST FOR PROPOSAL. This is a request for Service Disabled Veteran Owned Small Businesses (SDVOSB) that have the capabilities and interest in the below need. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information provided to the Government as a result of this Sources Sought Notice is voluntary and will be used for planning purposes only. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Any requests for a solicitation will not receive a response. Respondents will not be notified of the results of this market research.

VA Central Iowa Health Care System (VACIHCS), Des Moines, IA and Network Contracting Office 23 (NCO23) is seeking contractors that would be interested in participating in a Request for Proposal for an Asbestos Abatement project. Contractor shall completely prepare site for building operations, including demolition and removal of existing finishes. Third Party Monitoring Services will be employed by the VA for abatement over site. The proposed period of performance will be 90 days from issuance of the Notice to Proceed (NTP).

Interested parties are advised that in accordance with the Veterans First Contracting Programs, Sections 502 and 503 of Public Law 109-461, the Veterans Benefits, Health Care, and Information Technology Act of 2006 as amended (38 U.S.C. 8127- 8128) the VA directs specific acquisition programs for small business concerns owned and controlled by service-disabled Veterans and those owned and controlled by Veterans. To be considered an SDVOSB, all eligible responding firms must be registered and verified with the Department of Veterans Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status and ownership and control sufficient to establish appropriate status. All SDVOSB or VOSB contractors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB/VOSB status if they have not already done so.

Interested parties must be listed in the System for Award Management (SAM) with a North American Industrial Classification System (NAICS) Code of 562910 Remediation Services with a small business size standard of $20.5 million.

Interested sources are invited to respond to this announcement by emailing the Contracting Officer, Angie Mabley at angelique.mabley@va.gov with a Subject Line: 636A6-19-303 Building 1, Floor 2 Asbestos Abatement Interested Vendor along with capability statements. Interested contractors shall submit the email response to this notice no later than 10:00 a.m. (CST), July 22, 2019. A forthcoming Request for Proposal may be directed to those that submitted interest in this announcement.
