THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.
PROJECT NO. 632-16-104, REPLACE ROOF, BLDG. NO. 200 at the Northport VA Medical Center, Northport, NY.
The Contractor shall furnish labor and materials and perform work for replacement of existing roof as required by drawings and specifications. Work includes general construction; removal and disposal of existing roofing materials (including asbestos abatement); mechanical and electrical work; necessary removal of existing construction and certain other items. Electrical work includes temporary electrical services and possible scheduled shutdown of electrical service for portions of the hospital. Mechanical work includes labor and any equipment associated with the temporary hoisting, moving, and resetting to accommodate roofing in areas with mechanical equipment. Plumbing work is limited to replacement of existing roof drain bodies (in-kind).

The contract completion time is 365 calendar days from receipt of Notice to Proceed.

This contract does not involve VA sensitive information and contractor personnel do not require access to VA systems. Information made available to the contractor or subcontractor by VA for the performance or administration of this contract or information developed by the contractor/subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of VA.

This procurement is a 100% set-aside for Small Business (SB). Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: https://www.sam.gov/portal/public/SAM/. Proposals will only be accepted from SBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 238160, size standard of $15.0 Million. The cost range for this project is between $2,000,000 and $5,000,000.

A bid bond will be required, and performance and payment bonds will be required upon award of contract. The solicitation will be released on or around May 30, 2017. The proposal submittal address, date and time will be included in the solicitation. Specifications and plans will be available for download from the FedBizOpps website at https://www.fbo.gov. Amendments to this solicitation will be posted on the FedBizOpps website as well. Offerors are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of closing.
