Mission Support and Test Services, LLC (MSTS) (Contractor) is seeking Project Management (PM), Architect-Engineer (AE) and Construction Management (CM) support services. The intent will be to award a five year subcontract agreement in accordance with Task Orders (TOs) issued during such period and at such times and locations as specified.


This requirement will be set aside for small business if Contractor receives sufficient qualifications from small business suppliers.


Performance Requirements:


The SUBCONTRACTOR shall provide PM, AE and CM services to support the Project Management Division of MSTS at the Nevada National Security Site (NNSS) (65 miles north of Las Vegas) facility. The required support project types consists of, but is not limited to, civil, architectural, structural, mechanical, fire protection and electrical.


Typical scopes of work include providing professional design services, calculation and modeling, commissioning, specifications, title II and title III activities and other engineering output documents to support construction and maintenance activities.


All activities required to successfully execute the projects will comply with Quality Assurance standards captured in DOE Order 414.1D as it applies to the associated scope elements.


To be considered a potential source, interested parties must demonstrate the following qualifications.


REQUIRED QUALIFICATION CRITERIA:


I. Project Management
1. SUBCONTRACTOR shall demonstrate the experience of PM personnel working in partnership with Contractors to develop and manage all phases of projects utilizing home office technical support.


II. Architectural Engineering Services
1. SUBCONTRACTOR shall demonstrate experience in AE efforts to include Title I, II, III engineering, including architectural, structural, mechanical, electrical, fire protection, civil engineering and other related engineering and professional support services.


2. SUBCONTRACTOR shall be professionally engaged in the practice of AE with appropriate registered professionals with the experience to provide the services required.


III. Construction Management
1. SUBCONTRACTOR shall demonstrate experience in functioning as the CM, providing project oversight of construction projects.


IV. Company Experience/Past Performance:
1. SUBCONTRACTOR shall have a minimum of five (5) years of experience and shall demonstrate company experience in the areas of architectural, structural, mechanical, electrical, fire protection, civil engineering and other related engineering and professional support services. Provide number of years the company has been in business and similar projects current and within the past five (5) years. Past Performance information shall include project description, owner, role on the project and dollar magnitude.


V. Key Personnel
1. SUBCONTRACTOR shall demonstrate that they have the availability of qualified employees for support of the project, and the depth and size of the organization so that any necessary expansion or acceleration could be handled adequately.


REQUESTED INFORMATION - Suppliers who believe they possess the necessary experience and expertise should respond by indicating their interest and providing sufficient information to demonstrate a capability to provide these services.


RESPONSES - Responses to this notice shall be submitted electronically to BuffLL@nv.doe.gov by the date and time indicated. Responses shall not exceed 20 pages and shall not contain any brochures, advertising or any other type of extraneous, graphic literature or documents that have not been requested and are not relevant or essential in demonstrating the company's ability to provide the required services.
