PRE-SOLICITATION NOTICE (Addendum-A)

This Pre-Solicitation Notice is provided for INFORMATIONAL PURPOSES ONLY.

Location: Tomah VA Medical Center in Tomah, WI.

ADDENDUM A: The original www.FBO.gov PRE-SOLICITATION notice was published March 21, 2017 however it listed an erroneous zip code for the Place of Performance, thus limiting results for vendor FBO searches and alert notices. This notice hereby corrects the published Place of Performance for zip code 53660-3105 to 54660-3105 (Tomah VAMC in Tomah, WI).

The formal SF-1442 solicitation package with Specifications and Drawings was posted April, 17, 2017. A site visit is schedule for Wednesday, April 26, 2017 at 10:00 CST.

SCOPE OF WORK: PROJECT 676-17-003 Replace Flat Roofs B402, 402A & 407

The Contractor shall furnish all labor, equipment, tools, materials, and supervision necessary to perform all work in strict accordance with this Statement of Work and all attached Drawings.

The intent of this project is to remove existing flat roofing systems on B402, 402A, & 407 and replace with a spray-on foam roofing system for a complete and watertight roof on each affected building. Additionally, this project will remove existing steep slope, asphalt shingle roof on B402A and replace with composite shingles.

All work shall be performed in accordance with all current NFPA, Local, State and Federal building codes, Divisions 01 00 00, 02 00 00, 07 00 00 and 32 00 00 of the VA Master Specifications and all stated specific requirements.

The Period of Performance shall be one hundred sixty (160) calendar days from the Notice to Proceed date.

The magnitude of construction project range is between $100,000 and $250,000.

NAICS code: 238160 Roofing Construction with a small business size standard of $15 million dollars.

Offer Guarantee (Bid Bond) and Performance and Payment Bonds are required.

This opportunity is 100% Set Aside for Service Disabled Veteran Owned Small Business (SDVOSB) only as a Firm Fixed Price stand-alone contract.

Pursuant to Public Law 109-461, Solicitation VA69D-17-R-0024 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of proposals. No other sources will be considered. All interested parties submitting a bid must be registered in the System for Award Management (SAM) database (www.SAM.gov) at time of bid opening. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. SAM is used as a means to provide basic business information, socioeconomic status, capabilities and financial information to the Government. There is NO FEE to register, or maintain your registration, in the System for Award Management.
This Pre-Solicitation notice is NOT a request for proposals or submittals of any kind. The Department of Veterans Affairs plans to issue the official solicitation on or about April 17, 2017 with the bid opening in early May 2017.

The Department of Veterans Affairs intends on processing this solicitation and all amendments via the Federal Business Opportunities website (www.fbo.gov). It is the offerors responsibility to regularly check this website to monitor amendment postings. Vendors may search, monitor and retrieve opportunities for free; vendors may register as an Interested Vendor or select Watch Opportunity to be given notifications for any changes.
