PRE-SOLICITATION NOTICE:
The Central Texas Veterans Health Care Systems (CTVHCS) Contracting Office (90C) at the Veterans Administration Medical Center (VAMC), Temple, Texas; anticipates awarding a Firm-Fixed- Price (FFP) Construction Contract to install removable insulation covers on steam line and hot components along various valves in the building 11, 18 and 19 location at the South Texas Veterans Health Care System - Kerrville Division (STVHCS - KD) under Project 671-15-106 Install Steam Line Insulation Covers, at the STVHCS Department of Veterans Affairs, San Antonio VA Medical Center, 7400 Merton Minter Blvd, San Antonio, Texas, 78229.

Install removable insulation covers on steam line and hot components along various valves in the building 11, 18 and 19 location at the South Texas Veterans Health Care System - Kerrville Division (STVHCS - KD). Specifications for the components shall be included in this general requirement. The contractor will not be provided with project parking or be provided with on-site material storage/lay-down area. Vehicle access for additional deliveries of materials and equipment will be provided. This project will be given (150) to complete. All contractors personal on site shall be required to have site specific training in local emergency, hazard, fire, and infection control information. Site specific training shall include fire safety procedures, related contact numbers, infection prevention measures and life safety measures. Proof of training is required to be made available during work hours. All work must be done according to industry standards. Work in the hospital must meet the minimum criteria for OSHA, National Fire Protection Agency (NFPA), and Joint Commission on Accreditation of Healthcare Organizations (JCAHO) requirements.

Additional Alternative #1: The general contractor and its sub-contractors shall furnish all labor, materials, equipment, supervision and all other necessary provisions to replace and/or install new insulation in various locations at the South Texas Veterans Health Care System - Audie L. Murphy Division PS area (STVHCS - ALMD). Work shall be done in PS area. Add a removable insulation jacket to each steam line PRV station. Specifications for the components shall be included in this general requirement. Drawing of the existing conditions and location of riser shutoff will be provided. The contractor will not be provided with project parking or be provided with on-site material storage/lay-down area. Vehicle access for additional deliveries of materials and equipment will be provided. This project will be given (30) to complete. All contractors personal on site shall be required to have site specific training in local emergency, hazard, fire, and infection control information. Site specific training shall include fire safety procedures, related contact numbers, infection prevention measures and life safety measures. Proof of training is required to be made available during work hours. All work must be done according to industry standards. Work in the hospital must meet the minimum criteria for OSHA, National Fire Protection Agency (NFPA), and Joint Commission on Accreditation of Healthcare Organizations (JCAHO) requirements. All construction shall be completed within the projected period of performance of 180 calendar days (excluding VA Campus holidays) and after receipt of a Notice to Proceed (NTP) letter.

The method of procurement shall be by an Invitation for Bid (IFB) in accordance with Federal Acquisition Regulations (FAR) Parts 14 and 36, with an estimated solicitation 'release' date on or by November 7, 2014 and an anticipated 'award' date on or by December 31, 2014. The VA reserves the right to use only Federal Business Opportunities/FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the subsequent IFB Solicitation. It is the contractor's responsibility to monitor the FBO/FedBizOpps website daily for any amendments to this requirement and to obtain the IFB Solicitation. This procurement is a Competitive Offer and the solicitation will be advertised as a 100% set aside for Service Disabled Veteran Small Business (SDVOSB) concerns in accordance with (IAW) Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered.

The applicable NACIS Code for this requirement is 236220, with a size standard of $36.5 Million. The magnitude of this construction project is: Between $100,000 and $250,000.
