This is a Sources Sought Notice only. This announcement is not a Solicitation Announcement, nor is it not a Request for Proposals (RFP) or Request for Quotes (RFQ). The purpose of this notice is to perform market research in order to determine if any Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) A-E firms are interested and qualified in performing work in the proposed area of responsibility and this is a request for information advertisement only. The Government will not pay or reimburse any parties for the costs associated with responding to this request. this sources sought is not to be construed as a commitment by the Government to issue a solicitation and the Government is under no obligation to issue a solicitation or award a contract from the responses received as a result of this announcement.

The Department of Veterans Affairs, Network Contracting Office 1 is seeking a qualified Architect-Engineering (AE) firm to Provide full A/E Professional Services for survey, site visits, design development, construction documents, specifications, cost estimates and construction period services to correct the failed water infiltration for the Tunnel Yard Drain Refurbishment (Project # 689-15-104) at the West Haven VAMC, 950 Campbell Avenue, West Haven, CT 06516.

The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services for a complete design A/E requirement. The NAICS code is 541310 and the small business size standard is $7.5 million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer not later than 15 calendar days from the date of this notice via email to chantel.guest@va.gov.
Scope of Work: The A/E shall provide all services in accordance with the requirements, schedules, guidance and information contained or referenced herein for this project. All contract work shall be performed in accordance with contract documents and with the procedures outlined in the "Guide for Architect-Engineer Firms Performing Services for the Veterans Administration (http://www.cfm.va.gov/til/criteria.asp ). By such reference, the A/E Guide shall form a part of this requirement. The A/E Consultant Services shall include the following: Investigate and design for a new or refurbished Tunnel/ Yard drain system to either refurbish the existing system in place or replace the existing tunnel/ yard drain (pumping) system. Provide investigation and design for an upgrade to electrical system to support the new drain system as necessary. Provide detailed cost estimate(s) showing quantities of materials, labor, profit, overhead, insurance, etc. for this project. Prepare/ provide all design calculations, drawings, and sketches, cost estimates of the various systems, recommendation, and justification of all pertinent systems proposed to be implemented.
The architect/engineering firm shall perform the following tasks as part of this contract:
a) Specific items of work are as follows:
Investigate and design for a new tunnel/ yard drain system or a refurbishment to the existing system currently in less than adequate condition. This should entail an extensive field study to determine whether to refurbish the existing system and/or to make recommendations to the VA to utilize another (drainage/ pumping) system designed to keep water out of the underground tunnels.
Provide investigation and design for an upgrade to electrical system to support the new emergency generator.
Provide detailed cost estimate(s) showing quantities of materials, labor, profit, overhead, insurance, etc. for this project.
Prepare/ provide all design calculations, drawings, and sketches, cost estimates of the various systems, recommendation, and justification of all pertinent systems proposed to be implemented.
Provide contract documents for bidding purposes. Utilize the VA Master Specification system showing in detail all requirements for the construction fully coordinated with the drawings and other contract documents. VA Master Specifications: Specific sections of the VA Master Specifications can be found via the internet for acquisition and editing by the Engineer at http://www.cfm.va.gov/TIL/spec.asp

DESIGN SCOPE
The A/E shall develop and provide a complete set of drawings and specifications for bidding and construction contract purposes which meet the indicated Scope of Work.

Design shall comply with the latest editions of all applicable VA guidelines (e.g., Construction Standards, Master Specifications, Standard Details, Design Guides, and Special Design Criteria), NFPA, Joint Commission, and all Federal and State codes pertinent to the project scope.

The latest editions of reference documents shall include, but not limited to:

Safety Plan: VA construction projects have requirements for the General Contractor to establish a safety plan per OSHA, AIA, and VA guidelines. The A/E shall specify the applicable standards and method of plan development for both the area of work and interaction of work within the facility. Interim Life Safety Plans and an Infection Control Risk Assessment shall be included in the Specifications. The A/E shall also be responsible for developing their own safety for all site investigation, which shall include asbestos awareness training and procedures when encountering asbestos.

Quality Control Plan: The A/E shall specify the applicable standards and method of development for a Quality Control Plan. The A/E shall not be responsible for the development, but only for identifying and specifying the appropriate standard forms for Quality Control inspections that will become part of the overall plan.
Environmental Assessment Services shall be provided as per the attached Appendix A (ENVIRONMENTAL ASSESSMENT SCOPE OF WORK). Prior to preparing the proposal for environmental assessment; VACT historical assessment records shall be thoroughly reviewed to eliminate any duplication of effort.B

All design work shall be in strict accordance with VA Standards, including the latest edition of the Dept. of Veterans Affairs Mental Health Design Guide and VA Sustainable Design Manual. Finish/color selections shall follow VA VISN 1 standards and approved by the VA Interior Designer.
l) The VA Master Specifications shall be used for construction specifications. These will be made available in electronic format from the VA Technical Information Library.
a) All field work shall be scheduled at least 72 hours in advance with VA Facilities Management.
b) Design firm shall follow applicable sections of VA PG-18-15, A/E Submission Instructions.
c) All new construction shall meet applicable VA life safety requirements.
d) All construction work will require an infection control plan.
e) The VA will perform a NEPA (National Environmental Policy Act) review of the project.
f) The contract documents must instruct the installing contractor to use all reasonable means to divert construction and demolition waste from landfills and incinerators, and facilitate their salvage and recycle in accordance with VA Master Specification Section 01 74 19.
g) The site shall be left clean of all construction debris and hazardous materials.
h) Design and installation to meet latest edition of the NEC, NFPA, and all applicable building codes.
i) All construction work shall be performed in accordance with VA Construction Safety Code and OSHA codes.
The following information is requested in response to this notice:

(1) Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541310.

(2) A positive statement of your intention to submit a qualifications package in response to this notice.

(3) Evidence of your experience in A/E Services for a complete design of a package for construction of a new or refurbished Tunnel/ Yard drain system with a minimum of one (1) located at a medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). The estimated magnitude of construction costs for this project ranges between $500,000 and 1,000,000.00.

(4) Proof of professional liability insurance required to cover the entire project.

(5) Evidence your firm is able to respond for site visits and meetings within 90 minutes to the West Haven VAMC, located at 950 Campbell Ave, West Haven CT 06516.

Firms must be registered in the System for Award Management (SAM). Visit www.sam.gov to register in this database. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE) under NAICS CODE 541310.

All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB concerns by 15 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms.
